🔘 Recently, the Ministry of Agriculture and Rural Development (MARD) issued the Ministry’s Plan to implement Decision No. 911/QD-TTg dated July 29, 2022, of the Prime Minister approving the Project on environmental protection in fisheries activities for the 2021–2030 period.
🔘 The overall objective of the project is to control and prevent pollution in fisheries activities; prevent and address environmental incidents; protect and develop fisheries resources and habitats, contributing to preventing biodiversity loss; enhance climate change adaptation capacity and reduce greenhouse gas emissions; and build and develop circular economy and green economy models in fisheries activities to protect the environment and sustainably develop the fisheries sector.
🔘 From the overall objective, MARD’s implementation plan is issued to ensure the tasks in fisheries activities for the 2021–2030 period are carried out seriously, promptly, and effectively.
🔘 In addition, the plan aims to proactively implement measures to achieve the set objectives and promptly remove difficulties and obstacles arising during implementation. At the same time, it will promptly integrate the project’s objectives, tasks, and solutions into programs, plans, projects, and activities aligned with functions and duties in order to accelerate the implementation of the Plan.
🔘 MARD assigned the Directorate of Fisheries as the focal point to coordinate with units within the Ministry, relevant ministries and sectors, and localities to monitor, urge, and grasp the situation, advising the Ministry’s leadership to promptly handle obstacles during the implementation of the Plan.
🔘 Accordingly, before December 15 each year, agencies and units, based on their functions and duties, shall develop specific plans and organize implementation, reporting to the Ministry (through the Directorate of Fisheries) on the progress of assigned tasks, completed tasks, unfinished tasks, clearly stating difficulties, causes, and proposed implementation plans for consolidation and reporting to the Prime Minister.
🔘 Specifically regarding the implementation plan, MARD has set out 15 key tasks. Among them, relevant units will be responsible for disseminating, implementing, inspecting, reviewing, and summarizing the results of the Project to ensure the proper performance of guidance, supervision, urging, inspection, and preliminary review and evaluation of implementation results.
🔘 At the same time, MARD also plans to survey and assess pollution sources and waste volumes from fisheries production activities and propose management solutions through research to develop and issue economic-technical norms, procedures, and tools to serve the survey and assessment of pollution sources and waste volumes from fisheries production activities.
🔘 Strengthening the capacity to prevent and warn of environmental incident risks in the fisheries sector is also one of the important tasks helping prevent and minimize impacts on people and the environment, contributing to sustainable fisheries development. This task will be carried out through a review of the current basic system; developing a plan to prevent, control, and warn of environmental incident risks in fisheries activities.
🔘 In addition, MARD has also set a plan to research and gradually invest in building advanced waste management models in fisheries activities. This is a project with the largest total investment capital of up to VND 200 billion, divided into 2 phases. The 2022–2025 phase is VND 60 billion; the 2026–2030 phase is VND 140 billion.
🔘 Accordingly, the Directorate of Fisheries will take the lead in researching advanced waste management models in the world, the region, and in Vietnam; and develop a set of criteria to identify models suitable to the current fisheries production situation in Vietnam.
🔘 Coordinate with localities to implement advanced waste management models in fishing vessel operations and port activities, piloting at Van Don fishing port, Quang Ninh (representing the North), Tho Quang shelter and fishing port, Da Nang City (representing the Central region), and Tran De fishing port, Soc Trang (representing the South);
🔘 In addition, the Directorate of Fisheries will also implement waste management activities at 5 concentrated aquaculture zones/aquaculture areas for key farming species: tilapia – Hai Duong, brackish water shrimp – Quang Ninh (representing the North); brackish water (sand shrimp farming) – Phu Yen, marine farming – Khanh Hoa (representing the Central region); tra fish – Dong Thap; brackish water shrimp – Soc Trang (representing the South).
