Ho Chi Minh City has just approved a livestock environmental monitoring, warning, and surveillance plan for the 2025–2030 period, with a total budget of nearly VND 9 billion. The program aims to establish a modern monitoring system that will serve as a “watchful eye” to control pollution at 75 large-scale farms across the city.
COORDINATED INVESTMENT FOR THE MONITORING NETWORK
Under the plan, the city will use about VND 8.937 billion from the state budget and other lawful sources to build and operate the system. Deploying a continuous monitoring network is seen as a fundamental solution to improve management efficiency and meet increasingly stringent environmental protection requirements, especially in concentrated livestock farming areas.
Data will be collected at farms including 57 pig farms, 5 cattle farms, and 13 poultry farms, providing a comprehensive picture of the environmental conditions in the city’s livestock sector.
AN AUTOMATED “WATCHFUL EYE” TO MONITOR ENVIRONMENTAL INDICATORS
A highlight of the program is the installation of automatic monitoring devices that operate continuously to record and analyze:
- Quality of livestock wastewater (monitored 4 times/year)
- Quality of surface water sources (6 times/year)
- Soil environment in livestock areas (2 times/year)
This data source will support the development of an early warning mechanism, helping to promptly address pollution and reduce the risk of disease outbreaks.
DATA INTEGRATION AND ENHANCED MANAGEMENT CAPACITY
Another important goal is to systematize and connect information with the national environmental monitoring network. The city expects to contribute data to support nationwide environmental policy planning.
Alongside investment in technical infrastructure, Ho Chi Minh City aims for 100% of livestock management officials and 100% of farms to be trained in monitoring procedures, environmental control, and pollution reduction measures. Raising awareness and skills among livestock farmers is considered a decisive factor in the program’s long-term effectiveness.
INTERSECTORAL COORDINATION TO ENSURE EFFECTIVENESS
The Department of Agriculture and Rural Development and the Department of Natural Resources and Environment will take the lead in implementation, coordinating with the Department of Finance, the Department of Science and Technology, and local People’s Committees. The units will review the current situation, collect samples, analyze them, and submit periodic reports to support warning activities and supplement the database.

The investment of nearly VND 9 billion in the environmental monitoring “watchful eye” system demonstrates Ho Chi Minh City’s determination to build a modern, safe, and environmentally friendly livestock sector. This is an important step toward protecting public health, reducing pollution in suburban areas, and laying the foundation for the sector’s sustainable development in the future.
