LIVESTOCK IN 2025: RESTORING GROWTH MOMENTUM, TOWARD SUSTAINABLE DEVELOPMENT

Amid numerous challenges from disease outbreaks, market fluctuations, and especially the impact of U.S. tariff policies, Vietnam’s livestock and veterinary sector still recorded positive results in 2025. The sector has not only gradually recovered and maintained production, but also achieved growth in both herd size and output, laying a solid foundation for the next development phase.

EFFECTIVE DISEASE CONTROL, STABLE PRODUCTION

According to the Ministry of Agriculture and Environment, disease prevention and control in livestock continued to be implemented in a synchronized, proactive, and effective manner. Dangerous diseases such as African swine fever, avian influenza, foot-and-mouth disease, and others were detected and controlled in a timely manner, thereby minimizing losses for livestock farmers and ensuring a stable food supply.

At the same time, the shift toward biosecure livestock farming, organic-oriented livestock production, and high-tech application has become increasingly evident. Production processes are being gradually professionalized, contributing to improved productivity, quality, and food safety.

STRONG SHIFT TOWARD FARM-BASED LIVESTOCK PRODUCTION AND VALUE CHAIN LINKAGES

The livestock sector is rapidly shifting from small-scale household farming to concentrated, large-scale, and professional farm-based production. This is an important driver for improving disease control capacity, reducing production costs, and moving toward sustainable development.

Many localities have promoted value chain linkages from production to market, with enterprises playing a core role. Provinces in the Central Highlands and Southeast region such as Dak Nong, Gia Lai, Binh Phuoc, and Tay Ninh have recorded high growth rates thanks to expanded corporate investment and the commissioning of many new projects.

2021–2025 PERIOD: SHAPING A MODERN LIVESTOCK STRUCTURE

During the 2021–2025 period, the Ministry of Agriculture and Environment worked closely with localities to implement key solution groups. The livestock product structure has basically aligned with the sector restructuring orientation, meeting the goals of the Livestock Development Strategy for 2021–2030, with a vision to 2045.

DEVELOPMENT ORIENTATION FOR THE LIVESTOCK SECTOR IN 2026

  • STRENGTHEN MANAGEMENT CAPACITY AND DISEASE PREVENTION AND CONTROL

In 2026, the livestock sector will focus on strengthening the capacity of livestock and veterinary systems at all levels, especially at district and commune levels; at the same time, it will intensify communications and raise public awareness of sustainable livestock production, economic efficiency, and the prevention and control of dangerous diseases.

  • BOOST SCIENCE, TECHNOLOGY, AND DIGITAL TRANSFORMATION

The livestock sector will continue applying modern science and technology and digital transformation in production management, traceability, quality control of breeding stock, feed, veterinary medicines, and vaccines; it will strengthen control of banned substances and antibiotics, and prevent antimicrobial resistance in the 2025–2030 period.

  • PROACTIVELY PREVENT AND CONTROL DISEASES, TOWARD EXPORTS

The sector will continue implementing six national programs and plans for animal disease prevention and control; strengthen surveillance, outbreak investigations, gene sequencing research, vaccine efficacy assessment, and epidemiological mapping. Localities and enterprises will be guided in establishing disease-free establishments and zones in accordance with Vietnamese and WOAH/OIE standards, serving export activities.

THE ROLE OF LOCAL AUTHORITIES IN SECTOR RESTRUCTURING

Based on the completed policy framework, localities will reorganize the livestock sector, focusing on developing concentrated livestock areas with advantages; promoting breeding industries, animal feed, environmental technology, slaughtering, and processing. Full and timely reporting of disease data on the VAHIS system will continue to be strictly required, effectively supporting direction and administration.
